On December 7, Youngone Nam Dinh Ltd. (YNL), a sister company of South Korea-based Youngone Corporation, celebrated its 20th anniversary in Vietnam with a grand gala event attended by over 300 dignitaries and guests. Among the attendees were 21 high-ranking Vietnamese officials, underscoring the significance of the company’s contributions to the country’s economy.

During the celebration, Chairman Kihak Sung highlighted YNL’s journey to becoming a global leader in garment manufacturing. “Vietnam has become our second-largest production base, contributing nearly one-third of Youngone Corporation’s global revenues,” he stated. Sung expressed deep gratitude to the Nam Dinh government for its unwavering support over the past two decades.

Nam Dinh, known for its historical association with textile and garment production, witnessed a revival when Youngone established its presence in 2004. “When we first arrived, we started from scratch—building factories, infrastructure, and training the local workforce,” Sung said. “To accelerate this development, we brought in experienced management staff from Bangladesh. Today, I am proud to say YNL is among the world’s leading garment manufacturing facilities.”

Milestones and Growth

YNL has grown to employ nearly 9,000 staff, making it the largest of Youngone’s three factories in Northern Vietnam. Together, the company’s facilities in the region boast a workforce of over 20,000 employees. Youngone’s expansion in Vietnam continued with the establishment of Broadpeak Soc Trang Ltd. (BSL) in 2017. Located in Southern Vietnam, BSL has since become Youngone’s largest production hub for bags and backpacks, catering to prominent global sports and outdoor brands.

Cultural Celebration

The anniversary event showcased a vibrant blend of Vietnamese and Korean cultural performances, featuring traditional music and dance that symbolized the harmonious integration of the company’s Korean roots and its contributions to Vietnam’s economic and cultural landscape.

The evening served not only as a celebration of past achievements but also as a reaffirmation of Youngone Corporation’s commitment to Vietnam, where it continues to shape the future of garment and textile production while fostering cross-cultural collaboration.

On Tuesday, December 10, 2024, the Board of Directors of the Japan-Bangladesh Chamber of Commerce and Industry (JBCCI) held a courtesy meeting with H.E. Mr. Sk Bashir Uddin, Hon’ble Advisor to the Ministry of Commerce, at his office. The delegation of JBCCI was led by Mr. Tareq Rafi Bhuiyan (Jun), President of JBCCI.

The discussions centered on advancing the ongoing negotiations between Bangladesh and Japan concerning the Economic Partnership Agreement (EPA) and highlighting JBCCI’s initiatives and priorities. JBCCI’s recently published Study Report on EPA was shared with Hon’ble Advisor.

During the meeting, the JBCCI board emphasized the need for reforms in critical areas such as financial regulations, the business environment, taxation policies, and other challenges affecting business operations, the board presented several key recommendations, including:

  1. Inclusion of JBCCI representation in EPA related committees and activities.
  2. Reviewing and simplifying the complex tax system and addressing inconsistent taxation policies.
  3. Streamlining and increasing transparency in administrative procedures, including customs clearance and business registration.
  4. Simplifying criteria for work permits and visas, as well as easing the security clearance process for expatriates.
  5. Relaxing financial regulations to promote ease of doing business.
  6. Addressing policy inconsistencies to foster a stable business climate.
  7. Restructuring government agencies to enhance efficiency.
  8. Extending the renewal tenure for trade licenses.

H.E. Mr. Sk Bashir Uddin expressed his appreciation to the JBCCI board for their insights and assured that the government would take appropriate steps to address the highlighted concerns.

Bangladesh’s ready-made garment exports to new markets witnessed robust growth of 10%, reaching a total of $7.70 billion in July-April of FY24, compared to $7 billion in the equivalent period of the previous fiscal year.

After more than a month of disruption due to the political changeover and subsequent labour unrest in major industrial belts, international apparel retailers and brands are returning to Bangladesh with work orders for upcoming seasons. Local garment suppliers said more Western retailers and brands are now visiting the factories and inquiring about production as normalcy has returned to the sector.

They said Western buyers are placing orders for the next autumn and winter seasons. Manufacturing activities at the readymade garments (RMG) factory units at major industrial hubs like Savar, Ashulia, Gazipur, and the capital have returned to normal.

Renowned for its strong manufacturing capabilities and thriving ecosystem, the Bangladesh RMG industry is a global hub for apparel sourcing. Over four thousand factories export a wide variety of knitwear & woven garments products such as shirts, trousers, T-shirts, denim, jackets, sweaters, etc. The four day event is open between 11am and 7pm, and is open for Business Visitors Only.

Mr. Matin Chowdhury in his inspiring speech to the student community and industry leaders recalled the growth journey of Textiles in the country, how the challenges faced were converted into opportunities and on the leadership role to be played by the outgoing graduates in sustaining this growth to take the industry to the next level. He emphasized that “The future of textiles would be man-made fibers and hence to remain competitive and environmentally responsible, one has to embrace this shift”.

Mr. Shawkat Aziz Russel, President – BTMA shared updates on innovative projects, including the establishment of a second plant for producing synthetic fibers from PET bottles. He pointed out the pressing need for skilled manpower in the field, recommending that AUST establish a dedicated department for man-made fibers to train future experts. Besides, he also revealed plans to secure research funding to advance synthetic fiber technology.

Prof. Dr. Md. Ashraful Hoque (Vice Chancellor—AUST), Prof. Dr. Mohammed Mahbubur Rahman (Pro Vice Chancellor—AUST), Prof. Dr. Sharmin Reza Chowdhury (Treasurer—AUST), and Engr. Emdadul Haque (HOD—Textile Engineering Dept—AUST) thanked LMW Global FZE for sponsoring such an award to encourage students and strengthen the bond between academia and industry.

U.S. Trade Representative Brendan Lynch and Trade Policy Analyst for South and Central Asia Emily Ashby met with the leadership of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) at a hotel in Dhaka on December 10.

The meeting focused on key issues of bilateral trade, with particular emphasis on the U.S.-Bangladesh Trade and Investment Cooperation Forum Agreement (TICFA).

The BGMEA delegation was led by Administrator Anwar Hossain and included former BGMEA President Faruque Hassan, former Senior Vice President Abdullah Hil Rakib, BGMEA Support Committee Members Inamul Haq Khan Bablu, Asif Ashraf, and ANM Saifuddin.

During the meeting, BGMEA Administrator Anwar Hossain provided an overview of the remarkable progress made by Bangladesh’s ready-made garment industry in recent years.

The BGMEA leaders also highlighting progress made by the industry in workplace safety, workers’ rights, labor law reforms, and environmental sustainability.

They also reiterated the industry’s commitment to continuing its efforts to ensure the RMG sector grows responsibly while meeting international standards.

Both U.S. and BGMEA representatives expressed commitment to continued collaboration, working towards a more sustainable and worker-friendly future for Bangladesh’s RMG sector. The meeting underscored the importance of productive dialogue through TICFA to further enhance bilateral trade and investment opportunities.

Bangladesh’s readymade garment (RMG) workers will get a 9% increase in their wages, Labour and Employment Adviser M Sakhawat Hussain announced on Tuesday.

The annual increment raise will be effective December 1, 2024and will be reflected in January 2025 wages.

The existing increment for the labourers of the country’s highest export-earning sector is 5%, and the government decided to add a 4% hike to it.

The adviser said the increment will remain effective until the government or the Minimum Wage Board announces a new minimum wage, adding that the previously set 5% annual pay increment, fixed by the Minimum Wage Board, will remain in place.

He clarified that any worker who is supposed to get a yearly increment in December will enjoy the additional increase. Those not supposed to get an increment in December will still get a 4% rise in their wages.

He also said that a vested interest group has been trying to divert buyers away from Bangladesh by publishing negative news in local and foreign newspapers. 

Many workers are protesting without understanding and are being trapped by multidimensional provocation. He urged everyone to address the conspiracy looming against the country’s RMG sector.

Earlier, at their 5th meeting, the Capacity and Implementation Committee on Minimum Wage Revision and Annual Increment recommended an annual 9% increment for the RMG sector.

At the meeting, the labour representatives proposed for a 10% annual increment hike, emphasizing the rising cost of living. In response, the employer representatives proposed an 8% yearly increment due to financial constraints and an aggressively competitive global market.

Mohammad Khorshed Alam of Shromik Dol, Babul Akhtar of Bangladesh Garment and Industrial Workers Federation, and Kabir Ahmed of Bangladesh Shromik Kalyan Federation signed as labour representatives.

ANM Saifuddin, member of the BGMEA’s assistance committee, and Fazlee Shamim Ehsan, executive president of the BKMEA, signed as employers’ representatives.

SM Enamul Haque, director of DoL, Md Hasibuzzaman, joint IG of DIFE, Raisa Afroz, secretary of Minimum Wage Board, and Mohammad Masukur Shikdar, joint secretary of MoLE, signed as government representatives.

Paying increments to be challenging

Talking to Dhaka Tribune regarding the increment hike, Former BGMEA Director Mohiuddin Rubel said it would be difficult for them to pay the increment because the industry’s capacity is not that high. Production costs have increased, but income has not increased in the same way.

“The price of RMG items has also decreased in the global market. However, since this is a tripartite decision, there is no other way but to accept it,” he added, urging the government to provide the necessary policy support to overcome the pressure the manufacturers will face in implementing this decision.

He also said that it is more viable to make these decisions while keeping in mind the capacity of the manufacturers so that they can implement them.

“It has now become a trend to take to the street with another demand if one demand is met. If they take to the street with another demand tomorrow, it will become impossible to run the business. The government will have to provide support, security, and assurance so that a fair working environment can be ensured,” he added.

He also said that the buyers are responsible and should ensure fair prices. Prices are falling in the global market, and they must adjust their prices.

“If they don’t raise prices but demand ethical production, it will become contradictory. If they pay a fair price, ethical production and sustainability will accelerate,” he added.

Meanwhile, a leading apparel exporter, speaking on condition of anonymity, expressed concerns about the industry’s challenges.

“We feel trapped after investing heavily in this sector, especially as the previous government increased utility costs significantly,” he added, fearing that many factories might struggle to implement further wage increases, especially after the recent major wage adjustments.

He suggested that the government conduct a comprehensive survey to assess the industry’s capacity and the workers’ needs.

He also said the industry’s ongoing struggles with the unreliable supply of quality energy.

“On top of that, the reduction in cash incentives has put exporters in an even tighter corner,” he added.

Talking to Dhaka Tribune, Nazma Akter, president of the Sommilito Garments Sramik Federation, said that the proposed increment is insufficient to meet workers’ basic needs.

She also criticized the process, questioning how labour representatives could demand a 15% annual increment without consulting labour organizations. “Additionally, no government officials communicated with us regarding this matter,” she alleged.

“We urge the government to implement an increment that accounts for inflation, enabling workers to meet their basic needs and maintain proper nutrition. This will not only improve their well-being but also boost productivity,” she added.

On December 4, the factory owners agreed on a 7% increment, and they had previously proposed a 6% where the labour leaders, who earlier proposed a 15% hike, reviewed their proposal and cut the figure to 12%, in the fourth meeting of the committee.
